MPO Project Efficiency Team Final Report
PACTS and MaineDOT have been working to review the process of identifying and delivering transportation improvements in the MPO areas in an effort to streamline the process and reduce the costs of MPO federally funded projects. Route 4/ Route 11 Study - Draft Final Report
The draft version of the final report of the Route 4 and Route 11 study has been completed by the consultant. It can be viewed by clicking the link below. This report will be final after being accepted by the ATRC Policy Committee on October 27th.
Updated Construction Advertisement Schedule
An updated construction advertisement schedule has been released by the MaineDOT and can be reached here. Please note 2 projects in Auburn. One on Park Avenue for a Bike-Ped trail and another project at the intersection of Minot Avenue and Hotel Road for the addition of turning lanes.

ATRC 2012-2015 DRAFT TIP
The Androscoggin Transportation Resource Center (ATRC), as a Metropolitan Planning Organization (MPO) for the region and in accordance with the requirements of 23 CFR parts 450 and 500 and 49 CFR part 613, develops and endorses a Transportation Improvement Program (TIP), in cooperation with the State every two years.
The Metropolitan Area Boundary, covered by ATRC's 2012 - 2015 TIP, consists of the existing urbanized and contiguous areas expected to become urbanized over the next 20 years, which includes all of the Cities of Lewiston and Auburn, the Town of Lisbon, and a portion of the Town of Sabattus.
This document includes the proposed highway, bridge, intermodal, transit, bicycle and pedestrian projects, which are all consistent with the ATRC 20-year transportation plan.

TransCAD Model Maintenance RFP
The Androscoggin Transportation Resource Center (ATRC), as the designated Metropolitan Planning Organization (MPO) for the urbanized area of Lewiston-Auburn, Maine, is seeking the services of qualified consulting firm(s) to provide support in maintaining the ATRC TransCAD regional travel demand forecasting model and to provide, as needed, support in forecasting using the ATRC TransCAD model.

2012 - 2013 UPWP
Attached is the 2012 -2013 UPWP for the ATRC. The Unified Planning Work Program (UPWP) describes the transportation planning process in the Lewiston-Auburn area in light of the particular problems and opportunities the area faces. Federal legislation and regulations govern, as well as fund the activities of the Androscoggin Transportation Resource Center (ATRC). ATRC is a Metropolitan Planning Organization (MPO), and nationwide is one of over 300 similar organizations in metropolitan areas with over 50,000 urbanized population.
ATRC is made up of elected and appointed officials from the cities of Lewiston and Auburn and the towns of Lisbon and Sabattus. Other members of this MPO include the Maine Department of Transportation (MaineDOT), the Maine Turnpike Authority (MTA) and the Androscoggin Valley Council of Governments (AVCOG). The non-voting members are the Androscoggin County Chamber of Commerce, the Lewiston-Auburn Transit Committee, Western Maine Transportation Services (WMTS), AVCOG Transportation Committee and the four modal administrations of the U.S. Department of Transportation.
The UPWP outlines the work plan and budget for the two-year cycle which starts on July 1, 2011.
